ISO/IEC 17025: what lab accreditation means

The international standard for the competence, impartiality and consistent operation of testing and calibration laboratories. Laboratories are accredited against it for a defined list of tests, called the scope.

Short answer

ISO/IEC 17025 is the international standard that sets general requirements for the competence, impartiality and consistent operation of testing and calibration laboratories. A lab is accredited to it by an accreditation body, for a defined scope of tests. Accreditation shows the lab's system was assessed. It does not make every result on every certificate correct.

What is ISO/IEC 17025?

ISO/IEC 17025 is a standard published jointly by ISO and the IEC. In ISO's own words, it specifies the general requirements for the competence, impartiality and consistent operation of testing and calibration laboratories, and it applies to laboratories of any size (ISO).

Those three words carry the substance. Competence means qualified staff, suitable equipment, validated methods and a quality system. Impartiality means mechanisms that keep results unbiased and protect client information. Consistent operation means document control, corrective actions, internal audits and improvement over time (same source).

What is the difference between the standard and accreditation?

The standard is a document. Accreditation is the act of checking a laboratory against it. ILAC, the international organisation for accreditation bodies, defines accreditation as the independent evaluation of conformity assessment bodies against recognised standards to carry out specific activities, to ensure their impartiality and competence (ILAC).

Two words in that definition matter for reading certificates. Independent: a lab cannot accredit itself. Specific activities: accreditation covers a listed scope of tests, methods and sample types, not everything a lab does.

In the Philippines, the national accreditation body for testing laboratories is the Philippine Accreditation Bureau under the Department of Trade and Industry. ILAC also runs a mutual recognition arrangement among accreditation bodies, which it says was designed to promote the acceptance of test and calibration data for exported goods (ILAC). See ILAC.

Is accreditation the same as certification?

No, though people often say "ISO certified lab". Certification to a management system standard says a quality system exists. Accreditation to ISO/IEC 17025 goes further: assessors check technical competence for named tests. That is why the word on a lab's documents should be "accredited", with the accreditation body and a certificate or scope number that can be looked up.

How does ISO/IEC 17025 show up on a certificate of analysis?

FIG 20Anatomy of a certificate of analysis

A generic certificate with numbered callouts: issuing lab, sample description, batch, test date, methods, results, signature and licence, verification code.

  • An accreditation body's name or mark, often with a certificate or laboratory number.
  • A note that marks which results fall inside the accredited scope and which do not. Some labs flag non-accredited tests with a symbol.
  • Sometimes nothing at all. A lab can work to the standard without being accredited, and an accredited lab may run a test outside its scope.

The useful check is whether the specific test you care about, such as HPLC purity or an endotoxin assay, appears on the lab's published scope. A logo on the page is a claim. The scope document from the accreditation body is the evidence. The lesson on verifying any COA walks through that check.

What does accreditation not prove?

The last line is the one buyers miss. Accreditation is about the laboratory. It cannot say where the sample came from or whether a certificate was later copied onto a different product. That is a chain of custody question, and the lesson on how labs get it wrong covers what can still go astray inside a good lab.

How does ISO/IEC 17025 relate to Philippine chemistry law?

They are separate layers. Accreditation is voluntary and assesses a laboratory. The Chemistry Profession Act is law and governs who may perform and sign chemical analysis; see registered chemist and CATO. A Philippine report can satisfy one, both or neither.
